Brince Hamilton Manning, III was born on the 18th February, 1946 and passed away on Saturday, November 13, 2004 at the age of 58. Brince was educated in DeKalb County Schools, attending Fernbank Elementary and graduating from Druid Hills High School. He graduated from Mercer University in 1968 with a major in government and obtained his J.D. from Woodrow Wilson School of Law in 1972. Brince practiced law in the firm of Manning & Leipold in Decatur, Georgia from 1972 until the time of his death. He devoted enormous amounts of time to the development of DeKalb County into the leading county in the state of Georgia, which it continues to be at this time. Mr. Manning was elected to the DeKalb County Board of Commissioners in 1976 and was at that time the youngest commissioner ever elected in DeKalb County to the board. He served three (3) terms as Vice Chairman of the DeKalb County Board of Commissioners and served as liaison to the Board of Education and the DeKalb Peachtree Airport Authority. Mr. Manning was also Chairman of the Special Committee on Public Safety and had a long-standing working relationship with the DeKalb County Police Department. He also authored county legislation creating consolidation of the Department of Public Safety, which led to the 911 system in DeKalb County and a centralized communications system. Mr. Manning was chosen the outstanding young man of DeKalb County by the DeKalb County Jaycees in 1979 and was a graduate of Leadership Atlanta class of 1982 & 1983. Mr. Manning was a member of Glenn Memorial United Methodist Church. He is survived by his four children, Mary Susan, who is currently employed with the Atlanta Symphony Orchestra, Sally, an elementary school teacher in the city of Atlanta, Molly, an aide to Vice President Cheney; and Brince IV, a student at North Georgia College. He is also survived by his mother, Edith Dasher Manning; and sisters, Marilyn Taylor and Shirley Rayburn. a Funeral services will be held at 11:00 a.m. Tuesday, November 16th in the chapel of A. S. Turner & Sons. Dr. Charles L. Hagood will officiate. Interment Decatur Cemetery. In lieu of flowers, contributions can be made to the American Red Cross, 1955 Monroe Dr., Atlanta, GA 30324. The family will receive friends from 7:00 to 9:00 p.m. Monday at A. S. Turner & Sons.
