Cecil S. R. Duncan
March 26, 1932 – May 22, 2019
Cecil Spencer Ray Duncan of Lawrenceville died 22 May 2019 at age 87. Born on 26 March 1932 in Oklahoma City, OK to Cecil Ray Duncan and Jeannie Elizabeth (Beth) King. Cecil served in the US Navy as a radio technician aboard the USS Thuban during the Korean conflict.
He attended Georgia Southwestern, Georgia Tech and finished at Georgia State with a degree in Mathematics. He worked as a technical writer for RCA in New Jersey; Lockheed in Marietta; and Scientific Atlanta. Later while working for CDC in Atlanta he earned a Master’s Degree in Public Health from UNC at Chapel Hill and traveled the world teaching laboratory management and cost accounting.
He was a pioneer bringing personal computers and programing into his work place. After retiring from CDC, he worked for the Georgia Emergency Management Agency where he developed county disaster response plans and provided computer and network support. Cecil and his family lived in Decatur, Tucker, Lilburn and most recently in Lawrenceville GA. Cecil loved telling stories over and over, old time blues music, silent films and was an amateur radio operator (KD4ZEM).
Cecil was preceded in death by his wife of 36 years, Marzell Hartbarger Duncan and his father and mother.
He is survived by his son, Michael R Duncan and his wife Joan M Schork of Decatur; daughter Carol D Franklin and her husband Richard A Franklin; grandson Matthew S Franklin; and granddaughter Lauren E Franklin of Lilburn.
A graveside service will be held at 11:00 a.m. Tuesday May 28, 2019, at Floral Hills Memorial Gardens, 3000 Lawrenceville Hwy, Tucker, GA 30084. There will be a reception following the service.
