Marion Roscoe Lowery, 93, of Avondale Estates, beloved father and grandfather, died on April 13. He grew up in the fondly-remembered neighborhood of Frog Hollow in Augusta, GA. He attended the Academy of Richmond County, the oldest public high school in the United States, where the military became part of his life and he served as Cadet Colonel.
Roscoe served in the Army Air Force during WW II, and continued to serve in the Georgia National Guard, attaining the rank of brigadier general before his retirement in 1983. He served the Guard in Georgia in the Judge Advocate General's office as Inspector General and as an advisor at the Pentagon and the National War College. He was a past president of the National Guard Association of Georgia and was awarded the Georgia Commendation Medal by the Georgia Army National Guard in 1974.
A member of Phi Delta Theta fraternity, he was a graduate of the Walter F. George School of Law. He served as chairman of the Georgia State Board of Workers‛ Compensation from 1960 to 1973, and was a past president of the Southern Association of Workers‛ Compensation Administrators (SAWCA), and the International Association of Industrial Accident Boards and Commissions (IAIABC.)
Roscoe served his community too, as a past president of the DeKalb County Jaycees, a past vice president of the Georgia Jaycees, who selected him one of "Five Outstanding Men in Georgia in 1955. He was a past president and board chairman of the Georgia Society for the Prevention of Blindness. He was on the board of deacons at First Baptist Church Atlanta, and First Baptist Church Decatur. With his wife, Claudia, he served as co-chair of the Wedding Committee at Decatur First Baptist. The Lowerys were honored as the DeKalb County Family of the Year in 1959 for their contributions to the community.
Roscoe also served as mayor pro tem of Avondale Estates and as police commissioner. He and Claudia were also poll managers for many years in DeKalb County.
He is survived by his daughters Barbara Abell and her husband Jay of Conyers; Roxanne Lowery and her husband Peter Cornelis of Stone Mountain; granddaughters Claudia Sexton of Duluth and Heather Myers of Jefferson; and five great-grandchildren.
Roscoe was preceded in death by his wife of 71 years, Claudia Dunaway Lowery.
The family will receive friends from 6 – 8PM on Sunday, April 17, at Turner and Sons in Decatur. A memorial service will be held at 3PM on April 18 in the chapel at First Baptist Church of Decatur, followed by burial with full military honors at Decatur Cemetery.
In lieu of flowers, contributions would be appreciated to the American Macular Degeneration Foundation (AMDF).
